Update meta model to 5a498be (#9)

There have been a number of fixes for the 3.1 meta model specification
that affect the correctness of the SDK. Notably:

- Missing unique ID-short constraint for SubmodelElementLists [b1a8647],
- Errors in docstrings [61e0682], [5a498be], and
- Removal of the RFC 8089 verification function [f64f1ce].
