Made installation of checker for format=uri-reference explicit (#2075)

Details:

* The checker for format=uri-reference so far was available because
  jupyter-events depends on it. That lead to the checker not being
  available on Windows with Python>=3.13 because there jupyter is
  not installed due to an issue.

  This change installs the checker explicitly in order not to depend
  on that anymore.
