[#100][#105] fix(whatsapp): Prevent escalate button from triggering weather subscription

When clicking the escalate button, the Body text ("Yes") was being matched
against weather subscription text responses, causing customers who hadn't
subscribed to weather to receive weather subscription confirmation instead
of ticket escalation.

Fix: Only check text-based responses ("yes", "no", etc.) when ButtonPayload
is None. When a button is clicked, use only the payload to determine intent.
