BUGFIX: Ultrasmall intervals are removed from textgrid tiers

Doing small manipulations on intervals could lead to small differences
in interval boundaries that were previously the same.  This code
forces any interval boundaries shifted in some way to be the same.

It's a floating point issue.  In python, the following is true:
.1 + .1 + .1 + .1 + .1 + .1 + .1 + .1 + .1 + .1 != .1 * 10
