Document SPDX license header requirements (#3371)

* Document SPDX license header requirements in CLAUDE.md

Add documentation about the SPDX license headers introduced in PR #3366.
This ensures all contributors know about the license header requirements
and the available task commands for checking and fixing headers.

The documentation includes:
- Required header format for all Go files
- Task commands (license-check, license-fix)
- CI enforcement and exclusions for generated files
