api: implement basic value interface with Get()

Introduce the tree API and Value APIs for safely storing configuration data.
Added various interfaces needed later.

* Extracted common types (KeyPath, SourceInfo, RevisionType, etc.) into a
separate packages.
* Implement the internal tree value layer for configuration tree operations.
* Removed some linters (make uniform configuration with other projects).
* Fix coverage problem in CI for golang 1.25 (golang/go#75031).
* Fixed coverage (previously ignores everything without root files).
* Added more tests to increase coverage in different packages.
