engine: use io.CopyBuffer for copying files from image layers

io.Copy allocates a temporary buffer for each call. We can reduce
allocations and GC pressure by allocating a buffer ahead of time
and reuse it.

This implementation is only safe for sequential calls to untar.
Additional controls such as a sync.Pool are needed to make this
concurrency/goroutine-safe.
