* Initial plan

* Fix SummarizationRequested schema violations in startup requeue

- Remove extra fields (llm_backend, llm_model, context_window_tokens) from requeue event data
- Provide non-empty default prompt template to satisfy minLength: 1 requirement
- Update tests to validate schema compliance and remove expectations for extra fields
- Add new tests to ensure requeue events always validate against schema
