* Fix azureblob archive_store stale metadata cache

Reload AzureBlobArchiveStore metadata index on cache miss so long-lived services can see newly ingested archives. Add unit test regression case. Closes #951.

* Add tests for azureblob metadata reload

Cover reload-on-miss behavior for archive_exists() and get_archive_by_hash(), plus a cache-hit guard to avoid unnecessary metadata downloads.
