Process conditionals before collecting macro block parameters

xacro:if and xacro:unless elements inside macro calls were being
counted as block parameters before evaluation. Pre-process children
through expand_children_list() to expand conditionals first, matching
Python xacro's eval_all() behavior (line 813 before line 816).
