ci: Use modern go features for coverage build

Instead of our custom instrumentation, use `go build -cover` to build
the binary and `go tool cover` to generate the report. See:
* https://go.dev/blog/integration-test-coverage

Although indirectly, we need this to facilitate the deprecation of
Debian 11, as we will be deprecating the contained builds.
