* Stopped destructuring various args to make their definitions more explicit, fixed bug that was causing preview-base to still get treated as preview-pr, relaxed constraint on no namespace definitions for prod because they actually ARE expected there

* Updated k8s secrets to be fully replaced on deployment when there's a change to prevent conflicts

* Fixed preview-pr to allow inheriting unused values from base config

* Fixed path to base stack reference, refactored smtp* config values to be nested for better readability

* Fixed preview-pr to not redeploy monitoring resources (they are in the base stack)

* Fixed prometheus-api-auth to be uniquely named per PR, fixed path for config values to use override.* to properly override them

* Removed dummy values from Pulumi.preview-pr.yaml as these cannot properly be overwritten by pulumi config set ... during CD

* Refactored my preview* environments to use ESC rather than the --config-file option because it doesn't support our needs for overriding.  Deleted Pulumi.preview-pr.yaml as it now lives in ESC.

* Fixed CD to construct full image paths, which previously happened in TypeScript prior to our refactorings

* Marked tasks as complete

* Upgraded node pool due to kube-state-metrics being memory hungry and exhausting individual nodes' memory frequently

* Updated min nodes for preview to 1 for when nothing is really running

* Fixed issue that prevents us from provisioning a brand new k8s cluster

* Readded yaml files that got deleted
