fix: install Rust for checksum generation in hex-publish

When mix compiles nif.ex, RustlerPrecompiled tries to download the NIF.
Without a checksum file, this fails. Setting LINGUA_BUILD=true makes it
compile locally instead, allowing the download task to then fetch all
precompiled binaries and generate the checksum file.
