cookiecutter update - Dependabot auto-approve (#149)

### What kind of change does this PR introduce?

* Adds a workflow for automatically approving non-major Dependabot
updates.
* Configures Dependabot to only perform CI updates.

### Does this PR introduce a breaking change?

No.

### Other information:

The action makes use of the Hydrologie Helper Bot, but it would
technically work with the standard GitHub Bot token. Secrets specific to
Dependabot have been set at the GitHub Organization level.

Motivation for these changes:

https://github.com/dependabot merge command. Please use GitHub's native
