Add DirectiveSkipGenerate const and build directive support

- Add consts.go with DirectiveSkipGenerate constant
- Add WithGoBuildDirective() method to CodeGenerationConfig
- Add goBuildDirective field to embed //go:build in generated files
- Update processDoNotEditComment() to support build directive embedding
- Update go.mod/go.sum dependencies
- Add Build Directive section to README.md and README.zh.md
- Update example1-9 and demo1x/demo2x to use DirectiveSkipGenerate
- Add consts_test.go with constant validation
