(#5443) - use PUT when checkpointing to remote dbs

Allow PUT to be used for document writes if an adapter supports it.
Some backends (Couchbase Sync Gateway, for instance) do not support
writing _local documents via bulk_docs.

* (#5443) - attempt to fix this._put usage
* (#5443) - mock of single document checkpoint request
* (#5443) - url encode doc ids before PUT
