Allow setting the config for cmds via env with EFACTURA_CONFIG

This allows both setting the `--config` flag and the `EFACTURA_CONFIG` env
variable to pass a config to efactura-cli & etransport-cli commands. If
both `--config` flag and `EFACTURA_CONFIG` env variable is set, the flag
takes precedence.
