Add better management of activity links and prod volumes

This is not yet functional:
1. No tests
2. Needs a better way to get the “right” reference product.

The right one should have:
* type reference product
* byproduct classification allocatable product

The technical documentation assertion that “Since all product outputs
of a multi-output dataset are assumed to have the same ratio
productionVolume(p) / amount(p) any product output can be taken as a
reference.” Is incorrect, so we need to be careful.
