Downgrade maven version to 3.9.11 in github actions CI build to work around problem with karaf-maven-plugin requiring minimum java 22 on github actions

The actions/checkout downgrade to 5.0.1 is to workaround issue https://github.com/actions/checkout/issues/2299
which was triggered when introducing s4u/setup-maven-action

Also removed actions/setup-java which served no purpose anymore.
