Added PARTITION-before-17_7 in other schedule files (#4383)

While fixing cast/convert for char/nchar <-> binary/varbinary before file for PARTITION test file was added, but we only added entries of before file of PARTITION in few schedule files. This will cause failure in PARTITION test in other upgrade paths. Added PARTITION-before-17_7 in all the other required schedule files.
