* infra: Add missing failure queues to Service Bus topology

Add queues to match RabbitMQ definitions:
- parsing.failed
- chunking.failed
- embedding.generation.failed
- orchestration.failed
- summarization.failed
- report.delivery.failed

Ensures Service Bus has parity with message broker topology and prevents AMQP errors when services publish failure events.
