fix: optimize scroll handling in NgDropdownPanelComponent (#2747)

- Refactored the scroll event handling to store the result of `_scrollablePanel()` in a variable, improving performance and readability.
- Ensured that the scroll event subscription only occurs if the scrollable panel is defined, preventing potential errors.
