Add stats support to authority endpoint.

Implement stats query parameter for /authority/{id} endpoint:
- authority/authority.go: Single and Search handlers with stats support
- authority/stats.go: GetStatsByAuthority function for date-range queries
- authority/stats_test.go: Unit tests for date parsing helpers
- test/authority_test.go: Integration tests for stats parameter

The stats parameter returns message statistics for an authority within
a configurable date range (start/end parameters).
