Fix `IonChannelSeed` from not getting set (#446)

* Previously, `ionchannel_seed `was getting translated as `IonchannelSeed` but `RNGSettings.hoc` was looking for `IonChannelSeed` (note capitalization difference)
* made all translations for seeds explicit
* added test
