Fix: Limit Testing Farm comment length to prevent GitHub API errors (#1785)

Addresses issue #1784 where long Testing Farm logs cause the GitHub
action to abort due to exceeding GitHub's 65,536 character comment limit.

Changes:
- Modified FailedTestCase.render_list_as_markdown() to intelligently
  truncate output when approaching GitHub's limit
- Iteratively adds test cases until close to the limit, reserving
  space for a truncation warning
- Displays clear notice when output is truncated, indicating how many
  test cases are shown vs total
- Added comprehensive tests for both truncation and non-truncation cases

The fix ensures that even with extensive test failures, the GitHub
comment will be created successfully, preventing workflow failures.
