test: improve test modularity and coverage (#33)

- Move local bridge tests to colocated module (src/bridge/local/tests.rs)
- Add StatisticsEngine tests (increment, snapshot, frequency)
- Add extract_element edge case tests (empty, missing, nested)
- Add encode_envelope and SoapResponse tests
- Add decoder error handling tests (invalid values, unknown fields)
- Rename feature-flagged decoder tests for clarity
- Add remote bridge connection and timeout tests
- Use OS-assigned ports instead of random port generation
- Add module documentation for test utilities
