Fix manylinux wheel matching to support multiple PEP 600 platform tags (#1411)

Update manylinux wheel filename matching to fully support compressed
platform tags as defined by PEP 425 and PEP 600.

This change allows wheels to include:
- multiple PEP 600 manylinux tags (e.g. manylinux_2_27 + manylinux_2_28)
- legacy and PEP 600 tags in any order

Previously, the matching logic assumed at most one PEP 600 tag, which
caused valid wheels (e.g. cryptography, psycopg) to be ignored or
misclassified on newer Python versions.
