fix MPP-4472: upgrade to Next.js 16

- Replace deprecated `publicRuntimeConfig` with direct config selection in `src/config.ts`
- Replace deprecated `next lint` with `eslint`
- Use webpack explicitly via `--webpack` flag to avoid Turbopack CSS compatibility issues
