Feat: Add WebUtils.serveFile for robust file serving

Introduce WebUtils.serveFile, a new utility method to standardize and simplify the process of serving file downloads.

This method's role is to encapsulate common file-serving logic, including:
- Setting Content-Type with a fallback to application/octet-stream.
- Properly encoding non-ASCII filenames in the Content-Disposition header (RFC 5987) to support international characters and prevent browser errors.
- Setting the Content-Length header.
- Validating input parameters to ensure robustness.
