feat(i18n): Improve i18n message encoding for properties files

- Refactored `ResourceBundleMessageSource` to gracefully handle `.properties` file encodings:
  - Leverages modern Java (9+) native UTF-8 loading by default.
  - Provides compatibility for legacy encodings (e.g., MS949) when `defaultEncoding` is explicitly set.
