fix(monitor): gracefully handle local deployment monitoring failures (#894)

When a local deployment ID is
   configured but the deployment doesn't
   exist on the graph-node, the service
   now logs a warning and falls back
   to the remote query URL instead of
   panicking.

   This prevents startup crashes when
   indexers configure a deployment_id
   for subgraphs that aren't available
   locally.
