Fix inconsistent index scans for binary/varbinary comparison operators and add cross-type support (#4246)

Query planner often chose sequential scans over index scans even for highly selective binary/varbinary queries due to missing operator optimization information which left the planner without accurate selectivity estimates. We added operator optimization information (RESTRICT, NEGATOR, JOIN) to comparison operators which provides better selectivity estimates helping the optimizer choose appropriate scans.
Additionally, index scans were not possible on comparison operators with different binary operand types (binary and varbinary combinations) as implicit casts were applied to the indexed column preventing index usage. Added explicit cross-type operators in the operator family enabling direct comparisons without column transformation, allowing index scans.
