Handle ampersands in user search queries

Before this commit, if a user search included an ampersand,
we did not escape it before sending it to Solr or the Art
Museum, so it was not included in the search.

This commit introduces a new class for building these URLs
called `QueryUri` that handles this escaping.

Closes https://github.com/pulibrary/allsearch_frontend/issues/643
