Update repo tooling, part 2 (#81)

Syncing scripts and dev tasks with package-template

* Migrate over Node version and workspace settings from package-template
* Copy over configs from package-template. Scripts not updated yet
* Update dev tasks: switch to tsdown, align script names, update devDependencies to use pnpm catalogs. Revert biome and oxlint to keep using eslint and prettier
* Sync remaining scripts with package-template
