Fix reporting service calling non-existent capture_exception() method (#473)

* Initial plan

* Fix capture_exception() calls - replace with report() method

- Added sys import (though not strictly needed for current implementation)
- Replaced all three capture_exception() calls with proper report() calls
- Fixed line 278: Use publish_error from exception handler with context
- Fixed line 349: Capture exception as 'e' and pass to report() with context
- Fixed line 391: Capture exception as 'e' and pass to report() with context
- Added comprehensive tests for error reporter usage in exception scenarios
- All existing tests pass, verifying no regressions
