refactor: extract collapsible UI pattern into reusable component

Introduce CollapseItem component to consolidate collapsible UI logic
across the application, replacing redundant implementations with
a unified pattern

Changes:
- Create CollapseItem component with useCollapseToggle and
useCollapsibleSections hooks
- Replace manual collapse implementations in ContainersTable,
DeploymentDetails,DeploymentEventMessage, ContainerStatusList,
ContainerForm, and CreateRelease
- Update Icon component to use consistent caret icons
(remove chevron variants)
- Refactor StringArrayFormInput background styling for consistency
- Improve component modularity and reduce code duplication
- Use inline styles instead of .scss
