feat: add Go SDK client library

- add lib/stash package with HTTP client for Stash API
- string-based API: Get, GetOrDefault, GetBytes, Set, SetWithFormat
- Format enum with type-safe constants (FormatJSON, FormatYAML, etc.)
- move Format enum from app/enum to lib/stash (app imports from SDK)
- add integration tests for SDK client
- update CI to include lib/stash in coverage
