Support `pytest` v9 (#231)

### What kind of change does this PR introduce?

* Updates the `pytest` configuration to use the new TOML conventions
(v9.0)
* Updates `numpy` and `numba` to newer versions (with the goal of
dropping `numpy` v1.0 support in the coming months)
* Removes a handful of obsolete commented-code snippets.
* Removes `tox` provisioning of the runner environment (incompatible
with `tox-gh`).

### Does this PR introduce a breaking change?

No.

### Other information:

There were some obsolete `pytest-socket` snippets that were commented
out; These have now been removed. The `pytest-socket` logic found in
`xclim` was developed to handle the case of offline testing before
`pooch` was integrated into the testing setup code. This should no
longer be required.
