Native: update callflags of Policy's blockAccount (#4385)

Votes revoking on Policy's `blockAccount` call introduced by #4347
requires an update of callflags since NEO.VoteInternal emits `Vote`
notification. Along with this change, a Faun-dependent behaviour
switch is introduced, as described in
https://github.com/neo-project/neo/pull/4347#issuecomment-3588621486.
