feat(circuit-breaker): implement circuit breaker pattern for resilience (#2803)

This PR implements the Circuit Breaker pattern as a global interceptor to prevent cascading failures when external services experience high error rates. The circuit breaker automatically monitors all HTTP routes and temporarily blocks requests to failing endpoints, allowing them time to recover.
