RT-2.15: IS-IS Extensions for Segment Routing Test

This commit implements RT-2.15 test for IS-IS Segment Routing Extensions.

Changes:
- Add test implementation for ISIS SR with node and prefix SIDs
- Configure SR capabilities on DUT and ATE
- Validate SID advertisements and traffic forwarding
- Use deviations for Arista-specific configurations:
  - isis_sr_no_php_required for no-php flag requirement
  - aggregate_sid_counter_out_pkts_unsupported for counter telemetry
  - Enable hardware counters for MPLS LFIB on Arista devices
