[CI] Update all workflows' OS and PHP (#81)

* [CI] Update all workflows for pull requests, or pushes, to run on ubuntu-latest and windows-latest for phpunit and validate-composer. Also adding PHP 8.6 for phpunit and validate-composer workflows.

* [CI] PHP 8.6 is not fully supported by certain packages so we will currently just continue on error. But at least we have this set up for the future.

* [CI] Update to use ramsey/composer-install and update extensions required for setup-php.

* [CI] Remove unneeded ini-values for certain workflows.
