Add notification seen/allSeen v2 endpoints

Migrate notification POST operations from PHP v1 to Go v2:
- POST /notification/seen - marks a specific notification as seen
- POST /notification/allseen - marks all notifications as seen

Also adds CreateTestNotification factory function for tests.
