* Add scheduled daily runs and manual trigger support to CI workflows

- Add daily scheduled runs at 2 AM UTC for both adapters and services CI
- Add workflow_dispatch to allow manual/on-demand triggering
- Update all job conditions to run on schedule and manual triggers
- Ensures comprehensive daily testing regardless of code changes

* Fix detect-changes job to skip on schedule/workflow_dispatch

- Add condition to skip detect-changes job when triggered via schedule or workflow_dispatch
- Update all job conditions to use always() to run even when detect-changes is skipped
- This ensures all tests run during scheduled/manual triggers since paths-filter has no commits to compare
