* Pin and document version of System.Threading.Tasks.Extensions
* Pin and document the version of Microsoft.NET.Test.Sdk
* Reformat configuration including descriptive comments
* Removed xunit.v3 limitation because the referencing projects is already build for net472
* Removed xunit.stafact limitation because the project still provides the compatible .NETStandard 2.0
* Disable updates for pinned packages
