* Fix missing copilot_config module by updating Dockerfiles to install adapters

Updated embedding, orchestrator, and parsing services to:
- Use root directory as build context
- Copy and install adapters before building service
- Configure pip to trust PyPI hosts (needed for SSL inspection environments)
- Follow the same pattern as ingestion service

This fixes the "ModuleNotFoundError: No module named 'copilot_config'" error that was causing CI failures.

* Add Loki healthcheck and retry logic for CI health endpoint

Added healthcheck to Loki service with 60s start_period and 12 retries to allow proper initialization. Updated CI to retry Loki health endpoint for up to 150 seconds (30 attempts x 5s) to accommodate Loki's initialization time. This fixes the 503 error occurring when checking Loki readiness too early.
