Allow rake console to access the database

This involved refactoring the existing code for creating a
ROM::Container (which attempted to create a ROM::Container
from the active record connection, and handled errors by
simply not creating the container).  The rake console version
attempts to create a ROM::Container from a fresh Sequel
connection instead of ActiveRecord, and handles errors by
reporting them to the `rake console` user.

To use:

```
bundle exec rake c
> RepositoryFactory.new(ALLSEARCH_ROM).banner.first
```
