[wayland] Add idle notify/inhibit support

Adds support for wayland's idle-notify and idle-inhibit extensions.

Inhibitors can be created in a number of ways:

- By the application itself
- In users' configs (via a new idle_inhibitors variable)
- Dynamically (lazy.window.add_idle_inhibitor())
- Globally (lazy.core.set_idle_inhibitor())

Inhibitors can be set to be active when a window is open, focused, visible or fullscreen.
