:sparkles: Add device registration and serial number utilities

Add register_device() and edit_device() functions for device management.
Add serial_number_hex(), serial_number_from_hex(), and serial_number_display()
utilities to handle binary control characters in device serial numbers.

Serial numbers from Edilkamin devices may contain non-printable characters.
The new utilities provide safe hex encoding for storage and display-friendly
versions for UI rendering.
