refactor(ci): extract publish script to bash file with Makefile support

Extract inline bash script from action.yml to a standalone publish.sh file for better testability and maintainability. Add Makefile for local testing and comprehensive documentation.

Changes:
- Create publish.sh with all publish logic
- Update action.yml to call publish.sh (1 line vs 30+ lines)
- Add Makefile for easy local testing
- Add README.md with usage documentation and examples
